Why only a Markdown download?

One .md file is easy to version in Git, edit in any editor, and convert to HTML or PDF with your own toolchain when you are ready.

Will this make me GDPR or CCPA compliant?

Not by itself. The toggles add reminder blocks for common situations; compliance depends on your actual processing activities and jurisdiction.
